The “Research Data Center Coal Regions” (FDZ) unit at the Federal Institute for Building, Urban and Spatial Research (BBSR) archives and documents data sets and accompanying materials from quantitatively oriented interdisciplinary research areas. The FDZ reviews applications for data use, is responsible for quality assurance and promotes the scientific analysis of the data. The aim is to provide comparable statistical data as a representative and comprehensive basis for decisions relevant to science and policy.

The tasks of the department require intensive cross-departmental exchange both at the Cottbus Competence Center and with the data-producing, processing and analysing BBSR departments at the Bonn location and with relevant institutions. The advertised position includes professional work at FDZ with the following areas of responsibility:

  • Development and coordination of the implementation of open data strategies and concepts for expanding digital information provision and visualization
  • Recording and specification of the requirements for the development and optimization of the open data infrastructure in BBSR as well as cross-system data storage and processing in cooperation with the development of the FDZ
  • Addressing fundamental issues in the area of research and geodata management and participation in expanding or redesigning interactive applications in FDZ as well as implementing and maintaining the associated IT components
  • Support in the design and introduction of the technical and technical components of the data infrastructure (e.g. DCAT-DE, CKAN, APIs) and development of open data appropriate information products based on research data
  • Advice to all areas of BBSR in connection with issues relating to the publication and visualization of spatiotemporal information and presentation of BBSR's interests in inter-agency working groups and expert committees.

requisitions

The following are required:

  • Completed technical college or bachelor's degree, in particular in the field of data science or data management, geoinformatics or geographic information systems (GIS) or a comparable degree that qualifies for the performance of the above tasks
  • Knowledge and experience in project management and requirements management as well as the legal and technical basis of open data
  • technical affinity and experience in using innovative communication techniques, routine use of common MS Office applications and competencies in the area of data visualization, business intelligence and in designing story maps tailored to the target audience. Ideally experience in geographic information systems (e.g. ArcGIS product family, QGIS) and BI software (e.g. Tableau, Power BI,...)
  • profound knowledge and practical experience in managing IT infrastructures related to statistical data and geodata (including Excel, SPSS, Stata, Tableau)
  • Ability to understand complex issues, analyse them in detail and present the findings in a comprehensible way to a non-technical audience
  • good written and oral expressive skills as well as the ability to summarize and evaluate complex issues briefly, concisely and comprehensibly
  • open, helpful and service-oriented manner as well as an independent, solution-oriented and pragmatic way of working

Payment

The classification is in pay group 11 TV EntGo Bund, provided that personal requirements are met.

The regulations for the East tariff area apply to the employment relationship.

It is also possible to fill posts with civil servants up to A 11 BBeSo.
