Shaping development on the West Coast as part of the energy transition!

As a result of the high availability of renewable energy sources, Dithmarschen is at the beginning of extensive structural developments in the towns and municipalities of the district as a whole.

The expected significant developments as part of the Northvolt settlement and their consequences mean a sharp increase in demand for the finite resource area of Dithmarschen as an economic and residential location. Efficient use of space by competing areas of residential construction, energy infrastructure and commercial development requires a proactive approach to space availability and space-saving construction. In order to activate and promptly develop the strategic development of land by municipalities and investors, municipalities need advisory, land-use planning support with experience in space-efficient construction (e.g. multi-storey residential construction, industrial areas of the future). Land and residential construction monitoring, which is constantly maintained by the district administration, represents an important basis for spatially strategic housing development for municipalities and businesses.
Due to the high development momentum expected in the next five to eight years (triggered, among other things, by the changing importance of location factors and the Northvolt settlement), the district of Dithmarschen is also taking on the role of a model region.

To coordinate and organize these activities in the project, the district of Dithmarschen is looking for someone as soon as possible

Area manager (m/f/d)
(Spatial/planning scientist, geographer, regional planner or architect for land management in the field of regional development)

The full-time position is generally divisible and is limited to 31.12.2026. The funding is paid in accordance with grade 11 of the Collective Agreement for the Public Service (TVöD).

Land management is located in the Regional Development Department, which is responsible for rural development to improve living and working conditions in the Dithmarschen district. This includes the initiation and coordination of regional and supra-regional development processes, the implementation of the climate protection concept, the implementation of regional projects and the advice of municipalities belonging to the district on development issues (including settlement development, social and technical infrastructure and services of general interest).

The field of activity comprises the following focal areas

Space-saving construction

  • Support in developing integrated strategies for land use
  • Initiation and support of inter-municipal associations to develop space-saving housing or building space strategies
  • Advice to municipalities on opportunities for inter-municipal cooperation in coordination with the Ministry of the Interior
  • Advice to municipalities on the goals of spatial planning, in particular concentration of housing construction on the focal points identified in the spatial planning plans
  • Concentrating land planning for trade and industry on focal points
  • Advice to architects, urban planners and comparable service providers on all issues of space-saving construction, avoiding sealing and activating areas that have already been used

Preparation of land management cadastre

  • Determination of potential areas
  • Combining the identified potentials with further data on residential construction and commercial developments
  • Establishment of an area monitoring system
  • Verification of area data in community meetings at office level; recording of existing local expertise and further information for area management
  • Forecast of future land use

Communicating the topic via media and events

  • Preparation and publication of good examples of saving space and recycling in coordination with the state planning authority
  • Proactive involvement in the planning process and professional support
  • Participation in and active exchange in the nationwide area management network
  • Regular communication about the progress of the development process within and outside the administration

Activating vacant spaces and internal development potential

  • Recording and documentation of internal development potential, building land reserves and reactivatable brownfield stocks
  • Preparation of a vacancy register

Be assumed

  • a degree (diploma/FH/Bachelor) with a focus on spatial and planning sciences (regional development, geography, urban and regional planning, spatial planning, architecture)

or

  • a comparable professional and personal qualification for the performance of tasks

and

  • Class B driving license

and

  • very good written and spoken German language skills (C1)
