Why geo-related urban planning positions are so difficult to fill

Urban planning and spatial planning are at the center of urban transformation — from climate-friendly district development to land use planning to the digitization of municipal planning processes with XPlanning and GIS. But it is precisely the specialists who combine planning expertise with geodata know-how that are extremely scarce on the job market.

The most common reasons why urban planning positions are difficult to fill:

  • Between architecture and geoinformatics. Urban planners with GIS expertise do not fit into a clear category on any generalist portal. Architecture portals have no GIS connection, GIS portals have no land use planning. Jobs end up under “civil engineering” or “public service” — both of which miss the target group.
  • Digitalization creates new requirement profiles. The introduction of XPlanning as a binding data standard for land use planning creates a completely new qualification requirement: city planners who not only create development plans, but can also structure them digitally in XPlanning format and integrate them into geodata infrastructures. Only a few candidates have this profile.
  • High demand due to housing and climate adaptation. Housing creation, climate-resilient neighborhood development, land recycling, interior development — the tasks of urban planning are growing while the number of students is stagnating. Municipalities of all sizes are building up planning capacities.
  • Municipal competition for the same pool. Urban planners with professional experience are being wooed by large cities, medium-sized towns, municipalities and planning offices at the same time. If you don't react quickly and offer attractive conditions, you lose candidates to the competition.
  • Social impact is not being communicated. City planners are shaping how people will live in the future — from green spaces in front of their front door to climate-neutral quarters. This direct influence on quality of life is a strong recruiting argument that is missing in many job advertisements.
  • Small communities and communities are particularly affected. Municipalities and small towns often only have one or two urban planning offices. When these are vacant, the entire land use planning comes to a standstill. Without a clear salary structure, flexible work models and visible job advertisements, these positions remain vacant for a particularly long time.

From land use planning to Xplanning: Typical job profiles in urban planning

Urban planning in a geo-context covers a wide spectrum — from classic development planning to village renewal to the digital transformation of municipal planning processes. The profiles differ significantly depending on the size of the municipality and the focus of tasks.

The following overview shows typical job profiles as they are represented on GoGeoGo:

Land use planning & development planning

Job title: Urban Planner Site Planning/Village Renewal, Head of Construction Planning/Economic Development, Urban Planner (m/f/d)

Skills: Development plan, land use plan, BauGB, BauNVO, consideration, citizen participation

xPlanning & digital planning processes

Job title: Engineerin Project Management X-Planning, Technicianin QM zoning plan, geomaticianin/surveyorin xPlanning

Skills: xPlanning, xBau, GML, geodata infrastructure, INSPIRE, digital planning processes, quality management

Urban development & environmental planning

Job title: Head of Department of Urban Development/Environmental Planning/Geoinformation, Head of Urban Planning

Skills: Integrated urban development, climate adaptation, district development, open space planning, funding management

Geoinformatics in the City Planning Department

Job title: Geoinformatician in the City Planning Department

Skills: GIS-based planning analysis, area monitoring, 3D city models, digital twins, ArcGIS/QGIS

Whether you have a classic city planner For land use planning, look for a geoinformatician for the city planning office, an urban development manager or a specialist for xPlanung digitization — the requirements are fundamentally different.

Urban planners who combine classic planning law with digital expertise are particularly in demand: XPlaning-compliant development plans, GIS-based area analyses, 3D city models or the integration of planning data into municipal geodata infrastructures. In big cities such as cologne, berlin, munich and stuttgart Demand is particularly high — but smaller municipalities and municipalities in particular have the biggest staffing problems.

Typical employers for city planners and spatial planners

Urban planning is a core task of local administration — from large cities to medium-sized towns to municipalities. The following selection shows examples of the types of employers represented on GoGeoGo.

Major cities:

  • City of Cologne — as a city with millions of inhabitants, a typical employer with an extensive urban planning office. Profiles in the urban planning context include engineers for XPlanning project management, technicians for the quality management of the land use plan and geomatists for xPlanning digitization. Large cities are characterized by the combination of classic land use planning with digital geo-expertise.

Medium-sized cities:

  • Leonberg City Council — is an example of medium-sized cities that combine urban development, environmental planning and geoinformation in one department. Typical profiles include department heads who combine urban planning with the environment and GIS, as well as geoinformatics specialists in the urban planning department. Shows the trend that urban planning and geoinformatics are growing together organizationally.
  • City of Winnenden — represents medium-sized cities that fill department heads in the area of urban planning. Even municipalities of this size are creating demanding management positions with responsibility for land use planning and urban planning concepts.
  • City of Starnberg — an example of small towns in economically strong regions that hire city planners for land use planning and municipal development. An attractive location and manageable administrative structures can be an advantage for candidates.

Municipalities:

  • Kreuzau Municipality — shows that qualified urban planners are also needed at municipal level: for land use planning, village renewal and municipal economic development. In small communities, city planners are often all-rounders who cover everything from development planning to citizen information.

Why niche platforms work better for urban planner recruiting

Geo-related urban planning sits between classic architecture, geoinformatics and public administration — and doesn't fit into a category on any generalist portal.

Architecture portals are not related to GIS. Platforms for architects and civil engineers list design and construction manager jobs, but not city planners with XPlanning expertise or GIS-based area analysis.

GoGeoGo has its own urban planning category. Die City planning & spatial planning page is one of the 13 subject categories on GoGeoGo — in addition to GIS, environmental and traffic planning. Urban planners with a geo-background can find relevant jobs in their professional environment here.

xPlanning as an SEO advantage. GoGeoGo ranks better than generalists for keywords such as “urban planner job”, “construction planning position” or “xPlanning career” because all content is thematically focused on the geography and planning industry.

Perfect fit for planning profiles. Experts from the fields of urban planning, spatial planning, geography, geoinformatics and landscape planning apply on GoGeoGo — exactly the profiles that are suitable for geo-related urban planning positions.
